OpenAI packages cloud-agent orchestration as an API

OpenAI introduced the Agents API, a managed service for building and launching cloud agents using the Codex harness. The announcement addresses orchestration, persistent sessions, and tool use, bringing more of the execution environment into the service.

Context

A managed layer can reduce infrastructure work, while developers still need to define permissions, budgets, and acceptance criteria. The application should make task state and failure handling understandable to its users. Moving execution into the cloud does not remove responsibility for deciding which actions an agent should be allowed to take.
